i changed my spark plugs the other day and other than normal wear on the end of the spark plug i noticed black crust and oil on the threads. i checked my oil and it seems to have gone down. i have no leaks and my coolant is unaffected. is it time for new piston rings? or what should i be checking next? i'll be doing a compression test when i have some time.

also no blue smoke coming from exhaust

You might have some carbon fouling or oil blowby if the threads are black.  if you have access to a borescope or see-snake, you can look inside the cylinder and see if the tops of the pistons are the same.  Some simple sea-foam will take care of carbon buildup.

If you don't have smoke, you are pretty safe.  Ring wear will show in a compression test (be sure to do both a dry and wet test) or cylinder leak-down test, which is the preferred method.
